How to do post SC-4 Neighbourhood Terrain Levelling
is indeed a neighour tutorial and a trick to alter the neighbourhood terrain in TS2.
By means of pre-shaped lots probably with modded neighbourhood scripts to change the neighbourhood terrain layer sheet's local slopes at the playable region(s).
