Oh I have tried checking programs that have the same 'hot key' but cannot find a program with the same hot key.
Solution:
I found a solution to this problem. It was because I have an HP Compaq laptop which comes with HP Health Check. The shortcut for this program was CTRL + Shift + C. Right-click the application (try searching for it if it's not in your Programs list), click 'Properties' and change the Shortcut to 'None' by deleting any text there.
The Cheat box in The Sims should now work!
