There is only 1 BMP image I could find in The Sims Online, and it is just stored as a raw BMP image, thus when you extract it there is no header or anything that you need to work around.
It is possible that this TGI type code points to images in general, rather than specifically BMP images, but because there is only 1 instance of this resource it is kinda hard to tell.
The funny thing is, the image is stored in an archive of only sound files, and the image is a picture of a vertical scroll bar :) - go figure.
