Game Help:TS3 Technical and Graphics Issues

Soon after I installed the Sims 3, I bought a new monitor for my computer. Now, I cannot speed time up in my game. I don't know if the two are related, but I've troubleshooted everything I can think of. I've changed the graphics settings, uninstalled and re installed, removed all the non-EA games content, and updated my drivers.
