An NPC is a non-playable character which usually offer a variety of services to your Sims.

Maids	Maids are NPCs who your Sim can hire to clean up your house.	Washing Dishes Taking out the trash Scrubbing Sinks and Showers Making Beds Returning Objects to their rightful place (books, etc) General Tidying
The Police	The Police can be called after a burgler enters the lot. They are also responsible for bringing home rebel teenagers and bringing loud parties to a halt.
