This file provides labels for the BCON file with the same Instance ID number.

64 - Filename (always null?) 4 - Type Code/Handler (NCRT) 4 - Class/Version (3F,46,4B,4E) 4 - Null (This field never used in Sims 1 or 2 formats) 4 - Number of labels

-for each label- 4 - Used Flag (1-true, 0-false) 4 - Constant ID (for version 46,47,4E this is the constant to link to)(otherwise sorted, but arbitrary) 1 - Label Name Length (L) L - Label Name 2 - Default Value (deprecated) 2 - Min Value Allowed (deprecated) 2 - Max Value Allowed (deprecated)
