So, it is a good idea to always keep current Backups, before you do any of these activities.
Actions
step 1: create backup
Have you created Backups when prompted before? No? Well, go and create a Backup of your User folders before proceeding.
step 2: rename folders
Rename Mods to Mods.old or something. Moving (cut+paste) it to Desktop also works.
step 3: redownload framework
Redownload the Framework again from Game Help:Installing Sims 3 Package Files/Setup and Files and place it in Tthe Sims 3 folder.
step 4: unpack and place framework
Extract the contents of the .rar file.
step 5: test
Test with only the provide Test files included in the Framework.zip. Load a NEW game.
