[edit] Custom Neighborhood Terrains
Custom neighborhood terrains are not created in Sims 2, but in SimCity 4, a different game by Maxis centering around running and managing a city. You cannot edit neighborhood terrains in Sims 2 whatsoever.
[edit] Where to Save Neighborhood Terrains
You should put your custom neighborhood terrains (ones you've downloaded or created yourself in:
My Documents\EA Games\The Sims 2\SC4Terrains
They must have a file type of .sc4.
