This file provides labels for the BCON files.

64 bytes: Filename
DWORD: Header (NCRT)
DWORD: Unknown (76 or 71)
DWORD: null
DWORD: Number of labels
for each label
DWORD: First bit is labeled as a used bit (unused)
DWORD: Label ID number (usually incremental, starting from 1, but some can be missing or jumbled around, unused)
Byte: Label Name Length
X bytes: Label Name
WORD: Defualt value (for reference)
WORD: Min value (for reference)
WORD: Max value (for reference)
9 bytes: Unknown

Must have the same instance number as the BCON described.
