Athletic skill and weight are not tied to one another.  Sims can be overweight and still have high Athletic skill level (if they over-eat or do not exercise for a long time).  Children can modify their weight by working out with a stereo or TV, or swimming, but cannot gain Athletic Skill points.  Sims with the Athletic personality trait will gain Athletic skill levels faster than those who do not. Generally, with a few exceptions, sims will get the Fatigued moodlet from prolonged exercise. This moodlet blocks further Athletic activities for its duration.
