The shapes of the stairs are dependent on the shapes of both the connecting/modular stairs and the landings. So, the number of landings won't limit the shapes of the resultant stair's shapes completely.

Floor-tile-based Stairs

Raphael used this feature to make "lift/elevator". SimSherry used it to make inclined stairs.
