So far this seems to be a lot definition of sorts. It contains the name of the lot, and flags about it's size and type.

64 Bytes - Filename (not used in lot files) 2 bytes - Version 4 bytes - lot depth in tiles times 10. 4 bytes - lot width in tiles times 10 1 byte - lot type flags 0x00 = Residential 0x01 = Community 0x02 = Dorm (University) 0x04 = Secret Society (University) BYTE BYTE DWORD
