Overview
Though not written for Sims 2, this tutorial shows some basic techniques in painting hair which can be very useful if you're handpainting a hair texture.

- A graphics editing program (Tutorial is written for Photoshop)

Prerequisites
This tutorial is not specifically for Sims 2 and is just about the texturing itself, nothing else. It is not a beginner's tutorial. If you have never done hair before, you really should start with clothing.
For a basic explanation of how to recolour hair including sorting out the different files, you'll need a more basic, Sims 2 specific tutorial.
