64 - Filename (null terminated) 2 - Format Code (0xFDFF) 2 - Number of entries

for each entry 1 - Language Code var - data string (null terminated) var - comment string (null terminated)

Note that, although multiple Format Codes were used in TS1, all the TS2 CTSS files I have checked use FDFF exclusively.
